Support inttypes.h and strtoumax in non-MinGW builds on Windows.

 nt/inc/inttypes.h: New file.
 nt/config.nt (HAVE_DECL_STRTOULL, HAVE_DECL_STRTOUMAX)
 (HAVE_STRTOULL, HAVE_STRTOUMAX): New macros.
